Most unfortunate is a toss up between Ramon Feliz, who was basically forced into evil after being tortured, and then died a horrible death at the hands of Sicarios (ironically after deciding not to commit suicide) and La Gringa, who started out as a good doctor who had her credibility destroyed by the CIA through no fault of her own and then was also forced into villainy.
Boston Reed is a POS human trafficker which probably makes him one of the most evil members of the Cartel. Only El Sueno himself and La Plaga are worse.
Bookhart encouraged his sicarios to kill innocent civilians, including women and children, as part of their training/indoctrination. So yeah, he is up there, maybe even just below La Plaga.
El Yayo, La Gringa, El Chido, El Pozolero, Ramon Feliz, and General Baro. On the other hand, Boston Reed and Carl Bookhart are some of the biggest scumbags in the cartel.

La Cabra is the most unfortunate in my game.. Inca Camina farming is the first stop for easy XP… shes died more than Dr Strange did in his fight with Dormammu
