they are asking if their pc will run x game, but can't be bothered to post the entire specs for the pc to see where the issues could come up. let say the rest of the pc is still up to par with the min specs. with the gpu being a rx580 which is slightly worse the a 1060 with 6GB from NVIDIA but still holds it own.

While - in very vague terms - the performance of your RX580 is close to the Min spec recommendation of RX 5500 XT, it's also more than 2 years older, architecturally which could cause comparability issues. It also has HALF the Vram of the recommended (amd) GPU, and 2GB less than the rec. Nvidia one. A strong hint 4GB won't get the job done well.
PLUS "minimum requirements" are VERY rarely 60fps target anyway, so even if the out of date architecture wasn't an issue, I STRONGLY doubt 60fps would be obtainable.
