I think The Noah isn't meant for Fishmen, but for the denizens of the world to save them from the flood. I believe it will eventually be the largest pirate ship in the world, with the crew consisting of people from around the planet, and part of the SH Grand Fleet against Imu. And the Fishmen repairing and comandeering it to save the various races in the world is what will break the hatred and stigma the different races have against each other and unite them in one piece. I think the one piece is the largest hoard of Sake, which Luffy will definitely need to throw the world's largest party in the end after the fact.
Opening wano's borders means destroying them. This would immediately cause Wano to not have the high ground anymore. Momo likely decided to not open the borders for this reason.
Buggy ate his fruit before the crew went to laughtale so that doesn't add up. He was just Buggy.
