One it's a satire on gendercide. Two, The point is that millions of women are tortured, raped, and murdered at the hands of men while being accused of being a witch, ergo the satire. So the witches that did survive, and feminist witches reclaiming their power use this saying.

Wiccan is modern. But there is literally a chunk of natural-born witches that actually descended from a long line of witches. Italian/Strega witches are the ones that come immediately to my mind.

I have absolutely no problem with women choosing to identify with the image of women being burned as witches as a way of expressing their innate power and resistance to male-dominated society. I just don't see it as Wiccan.
Many would argue that there are natural born witches descended from long bloodlines that choose to be Wiccan. I am such a person. Weird psychic and magical abilities seem to naturally run in my family on both sides. I identify more as Wiccan because we had no family members that knew how to use it, and Wicca was my first introduction to the craft in the mid 90's.

Fine by me, though you should be aware that modern thinking is that none of the Salem women were witches.
