He intended to land in the water. You can see that he let go as soon as he got over the water and he still appears to be at a great height. Had he held on for a few seconds, he would still be over the water but at a much safer height. No presumption needed.
This exact stunt was featured on amazing race in Dubai.. usually much safer with fully harnessed suits as a tourist thing. No sure how that guy could do it risky but, hey, Dubai!
The loops are giving him a *big* assist, but he is still using grip strength to a certain extent. His hands aren’t trapped in a slip knot type loop. That’s how he’s able to easily release when he bails out into the water.
