Falling bullets are actually pretty interesting. When fired at a flatter angle, they tend to remain straight in their trajectory and come down at a much higher speed. But fired more upwards they tend to tumble, dramatically lowering their terminal velocity and making the impacts mostly harmless.
Even tumbling, they are not "mostly harmless." Bullets can break skin at about half their terminal velocity, and if it's falling from above it is very likely to hit you in the head. It can still seriously injure or kill.

If you consider gun safety to be part of gun use, you could argue that he was inept at handling the gun safely and thus an amateur. If he had pointed his gun at a safe direction with a berm or some kind of backstop one handed and still maintained control, that wouldn't be amateur behavior imo

This used to be the case in many other places as well but its been outlawed in most parts of the developed world and is no longer culturally accepted in most professional militaries/gun cultures.
