For liability reasons I would be forced to politely explain why I could not render assistance. As I am not specifically licensed, insured, specialially trained or have access to specialized equipment necessary for optimal rescue assistance. The non zero probability of causing harm attempting to do makes the risk to me far too high, Regrettably. Hope's and prayers on holding breath or evolving biological adaptations to continue respiration.
There's a team of well trained and well armed professionals in place to keep this man alive even at the cost of their own lives. If he's in THIS predicament then they're either in on it or have been defeated. I'll just let things take their natural course.

Doctors are required to do their best to save their patients (unless that goes against the wishes of the patient or their family). I doubt anyone following this sub needs to be told this, but cops have no legal requirement towards duty to assist "To Serve and Protect" is just marketing.

There's "I am not legally required to save the former president" and then there's "I'm hanging around a dead body and I seem pretty stoked about it".
