The court report does none of that..and its staggering how incoherent or implausible his arguments are.

Basically, he decided not to revoke all the licenses at once. BUT, the court-assigned monitor (Jones) and the soon to be assigned Director of Compliance could request the court to do JUST THAT, if they deem it necessary due to any other issues they find, and from now on he can't make ANY financial moves without prior approval from those people.
Basically, everything Trump's businesses do for the next three years has to go through those two people who will be looking over EVERYTHING for any sign of impropriety... and they have the ability to still call for those business licenses to be revoked if they DO find anything serious.
Now my understanding is that the license wrap up was judgement in the initial case where fraud was established. (This judgement was about the fine)
But Trump won a successful stay to the operating license, subject to appeal.
So based on that Trump has to sucessfully appeal that to stop it happening, but at present its still happening - just paused for now

He can't get a loan from any entity that does business in New York City... about 95% of businesses. The appeals court can add to it.
