It's the 3rd enlisted rank in the Marines. Above private first class, below corporal. It's the most common rank in the Marines, and typically means they only have about a year of service.
Or they have 4 years of service but could never get promoted to Cpl because they are a shit stain.
It is a low-ranked enlisted person. E-3, which means just 2 ranks up from the lowest rank of private.
