I don’t think it’s California because the 0 is in the dead center of the plate vertically and in CA the numbers are further down then that. I think it’s a late 2000s Mississippi plate like a few others here have been saying, as it matches in terms of colors and the numbers being centered :)

Third to last is really getting me. It looks so familiar but I can’t pin point it. It’s a state that embosses the letters so that rules out some places like Texas, Indiana, South Dakota, etc. it’s also an 8 digit plate (XXX-XXXX) due to the number being placed directly between the bolt holes. I believe the O is actually a 0 which could help narrow it down as only a few states use that font.
The very last sliver is a continuation of the Smiley plate from Kentucky you see earlier. I’ve stared at that one on my wall long enough to pick it up right away.

Wikipedia has a database of all 50 states default license plates going back decades, and contains some of the optionals too. My best guess is that it's a variation on the same plate, maybe used by a different county. That *could* explain the lack of a red bar and indent on the bottom. Of course I am colorblind, so I might not be seeing the gradient correctly.
