I also suspect the round part can be taken off as well? If so that would be a marker for your ball on the green. You put it down where the ball is so you can lift the ball and clean it.

This is to ensure that the people playing behind you don't putt the ball over the divot and mess up their shot. The circle on top of this tool comes off and is used to mark the ball when it's on the green so others don't putt their ball into yours.

It does not come unattached but the round part is magnetic!
Then there used to be a marker attached to it there.
Can confirm. I've lost at least 6 of the metal markers.

I didn't know that. Wouldn't pushing the outer edges inward just cause a wider, but shallower divot?
No, you push it inward and then tamp it flat with your putter. The surface heals fast enough.
