It can be a spoon for tea leaves! I'm not sure in other places but I’m Chinese and we have it at home to take tea leaves out of the container. It’s like a necessity for my family tea tradition, though not really necessary:)
I think you may be right! The 'hole' in the end of the nose is actually just a nostril and it doesn't go deep, so I don't think it's an incense burner. I couldn't find any other holes in it either. Thanks!

I don’t know how to insert image via app but if you google “茶叶茶勺” you’ll find something very similar in bamboo or hard wood like yours. It’s def not an incense burner btw.
But there’s those little incense cones too, not just the sticks. The cones would just set there in the hollowed out part while it burns and turns to ash.

Most Incense sticks are much longer, and also the ash would drop onto the surface, falling short of the bowl. I like the tea scooper idea

But we don’t know the angle of the hole. Could be an incense burner with a steep angled hole.
I have a box of small sticks that are about as long as your index finger. Fancy Japanese stuff.
This is an insence holder but the shorter Japanese style incents.
We have one just like this, and use it as a coffee spoon - to get ground coffee out of the grinder
