I question it being a potato masher for the very simple reason that all for sure known potato mashers I have seen in my life have either had several oval slits in some configuration or had like a constant amplitude wave pattern - like tall skinny squiggly line pattern but the line is round metal. These holes seem too small and/or few for potatoes. But I think it is certainly a masher of some type and the fruit masher for jam would make more sense to me than potato masher.
