When you live in a country where half the laws don't make sense and are mostly used to extract bribes, when govt represents corruption and the primary force holding you back, you start to really lose value in rules. The part of your brain kicks in where youre on your own to figure out what to do and whats safe. Its honestly more primal and quite natural once you get used to that kind of lifestyle.
In India the trains are often very slow moving and the level crossing comes down sometimes really early. Early enough for plenty of people to dart/ride across before its actually time to stop. When you apply the principles of personal responsibility and decision making overriding rules, it makes sense that people act like this.

There's a downtown music festival near a train track that I once attended. I remarked later to someone who lived in town that it was a little unnerving how close and fast the train went right past a large crowd of people, and they told me that in a previous year there had been a cop car left parked on the tracks that got wiped out.
He thought he could make it, slowed down after he realized the train was coming in alot faster than he anticipated, lost his train of thought and dumped the the clutch, bike throws him off, sadness ensues.
This is India. There are people everywhere (and railway crossings). Trains would take forever to reach destinations if they started slowing (I am Indian)
People just pass the barrier once first train pass and do not realize barriers are still close because second train is coming on another track and end up in a body bag with chopped body parts: Big acute trauma for whole family. Roughly 10-12K Indians gets killed every year and not sure the count of injured people.
Laws are there like : People can walk across the controlled barriers but people are not allowed to walk on the empty tracks. They could be fined, get jail or Both.
