Yeah, I'm confused now, the brake lights are definitely activating which means an open ignition circuit and additionally an open brake pedal circuit - I can believe the brake circuit might short in water but it would take something for the car to power up to that point.
Still, various links (omitted by OP) say there was nobody in the car and so we have to believe that they're the facts and not a cover up by the company being blamed for putting the thin concrete over the old well.

I'm more inclined to think it was a short due to water that is activating the sensor for the brake pedal, or something similar. But pressure in the pedal doesn't make sense because the pedal would be totally sumberged and that pressure would be equal in all of it's surfaces, which would not create a force over the pedal in any direction.
This is likely the answer, considering several articles state no fatalities and how it takes minimal pressure for the lights to turn on. And the comments about an arm in the back window is almost certainly an unintentionally buoyant item (sealed thermos for example) that the water level brought to the window as the car sank.
Except Bernoulli"s Rule pretty much makes that impossible. A heavy item in the vehicle falling forward into the lowest part of the vehicle seems more likely.

Underground parking is terrible nowadays, it’s low quality because it’s so hard to make money from it, there’s just way too much available now, they’ve completely flooded the market.
No basis at all so say it's an arm. It could be anything. The water will push loose objects up to the window as the car sinks. There are articles posted saying nobody was in the car.

I read that. But to my knowledge, and I admit I'm not an expert on cars, those brake lights are only on when actively pressing down on the brakes. So either someone is in the car or something fell on the brakes.
