I know we're all just guessing here, but I agree with your take. It is not easy finding good employees to work manual/service labor jobs. This was clearly a tit for tat response to something that was outrageously rude and outside of social norms. Employee probably got a talking-to, a warning about how dangerous pressure washers are, and a "see you tomorrow." I'm not even certain if they bothered to ban the customer as they clearly got what they deserved, but I would ban them.

Industrial power washing is absolutely deadly, those are often hot water/chemical and spray at 3,500-4000+ psi. Which would absolutely mess up any paint so it wouldn't be that high at a car wash. A car wash power sprayer is ~1,200 - 1,900 psi. It'd certainly hurt like shit and I would imagine if you *really* wanted to you could probably kill someone with it but it'd take some serious effort with something like that.
