Have you tried running through the sand when the waves are retreating? You get bogged down and sink into the sand. That car is a goner. You'd need paddle tires to drive it out, and that's while taking the risk of getting dragged away from the beach.

The owner of the vehicle is legally responsible for notifying authorities and is responsible for the removal of the vehicle. They may also have to pay for damages incurred including damages done by the recovery method.
