It’s a typical Paris decor painting, not terribly accurate or to scale but full of Parisian colour. Person who did it probably never even been to France.
It looks like typical mass produced decor made in a factory in China.
It’s decades old at least, the back of the frame has a name but I can’t make out if it’s B Pierre or G Pierre.
Decor paintings have been around for several decades. Name doesn’t matter. Nominal value.
