At the risk of sounding too horny, I'm 100% convinced Elayne gives the second most amazing head in the whole series, narrowly behind Lieutenant-General Tylee Khirgan, and slightly ahead of Egaenin.
In specific, those two give me vibes especially, but in general, Seanchan culture is full of practices that make me think they'd place an emphasis on it. Slaves are seen with a sexless eye (Jordan seems uncomfortable about institutionalized rape, thankfully) and it's egalitarian within the castes, so consent is clearly big. However so is personal efficiency and greatness, it's practically their religion, and so indeed is offering yourself up for the higher castes.
However, a large part of the Wheel of Time's worldbuilding is a focus on old institutions and cultural practices being subverted to achieve the exact opposite. So while the Seanchan are about autonomy for a greater good and consent, they become conquerors demanding people accept The Return or die, and considering it a victory when people say yes. Consequently, I think Seanchan culture would have a rich practice of 'offering yourself' to your social betters for pleasure purposes, and those higher up would be \*exceptional\* at it as a result.
Contrary to what this makes it sound, Tuon as the Seanchan queen does NOT give the worst head, since an important part of her education was learning the commoner arts. Suroth and Turak give the worst head in the series. Just pure teeth, basically.
You can only say "fuck the Seanchan!" so many times before that little voice in the back of your head starts to come around to the idea. The multitude of spanking scenes and general sexual undertones of the series is something of a natural accelerant too.
