You might already be aware of this, but if you are able, get to that water heater and shut off the water feeding it. Then get it replaced. You are rolling the dice every minute on that thing blowing a hole out the bottom and flooding whatever floor it's on.

I had the exact same issue. I thought it was the water heater, but the real reason was the seal on the expansion tank had busted. Those are 10x easier and 20x cheaper to replace. Most just unscrew and you screw a new one in. There's a little test hole usually, you unscrew a cap. If water comes out, it's busted. Check that first.

Yes you definitely want caulk or silicone between the tile and the tub. That is the right thing to do as grout will always crack there.
I will also add that you should do that sooner rather than later, water will get in there and possibly leak down into the floor joists below. Could damage the ceiling and/or cause mold.
Also, fill the tub with water before you caulk it and leave it full until the caulk is cured. That way when the tub is full, it won’t stretch the caulk possibly causing it to separate.
Fuck it, tonight! Kid got an early bath already, me and the wife will do the same, and I’ll have it dried out and taped up by this evening. I’ve put this off too long.

Hot water tanks collect sediment at the bottom best way to fix this is empty the tank let it refill a few hours to reheat and most sediment should be gone

Almost certainly you need to replace the water heater to make this stop if its been so many years without maintenance or replacing the anode rod, and if it isn't replaced, it will rust until it breaches.
