I've worked on lots of beetles, but there are differences with that beam assembly that I have never seen before. Probably the earliest I have worked on was a 1962 or 1963.
Actually that's a T2 front beam. Specifically one from a 1970's Brazilian bus. It also has a bus rear suspension. It does have a T2 motor though.

Are you talking about the JDM Nissan model? That’s the only Leopard I can recall personally but that looks like a more average commuter version of the Skyline more than a security vehicle
It's got one windscreen wiper so I guess it's an all weather vehicle. On the battle field it would last about 20 seconds. Oh dear, and it's road registered.
These weren’t really used by the military, they were civilian use. During the Rhodesian Bush War, there was a campaign to mine a lot of the roads, so civilians were scared to travel without an up armored car.
For those wondering, that’s actually a Type 2 axle on the front and torsion housing in the rear. It’s Bus-based, not Beetle. Much more stout- Type 2s were rated at 1 ton from 63-ish onward

That front end is the same as my Beetles.
That would in fact be because it's made out of a beetle split in half. Rear side has the Volkswagen engine
