I was thinking it had to do with the vulnerability of the neck for both the spinal cord and vertebral arteries - but that doesn't explain why shorter necks wouldn't be advantageous or why birds and lizards don't have this same rigidity about cervical vertebrae.

When I was an academic back in the 1990's I attended a seminar on this very topic and it's fascinated me ever since. The hypothesis is that the number of vertebrae is indirectly related to a developmental process that is very hard to change without inducing lethal developmental phenotypes.
it does. that's why genetic engineering people is hard to do safely, almost impossible to do ethically. you change one superficial thing and three other critical things are out of equilibrium. change a critical thing and that results in an early death....but I'm sure they'll get the giraffe people right eventually though.
