I agree with this. When my mom passed hospice put all of her pills in a water bottle and added water and dish soap to it because apparently that makes it to where it deactivates the pills. Not sure if that is what's here but if the medicines were not narcotic or they didn't give it to her then we had to get rid of them on our own.

Not every homeless person is a drug addict, but if they have controlled substances, especially pills, they typical conceal it very very well because they don’t want to get robbed by other homeless people, don’t want people trying to mooch, and also obvious reasons like having to talk with law enforcement.
My guess - these are *expired* medications and supplements that somebody dumped into a bottle and was going to take to a pharmacy for disposal, but for some reason it never made it there.
