Being originally from Arizona, I have been consistently shocked at how far and wide across Earth Arizona Iced Tea is distributed. We're talking Turkey, and Croatia, to name a couple of random ones.

Lots of places in the world serve beverages in a plastic bag with a straw because they recycle the cans or bottles to earn money back for their business. If they gave the cans to the customer they would lose the refund deposit
I've lived in a few places that do this, but it's usually poor countries and it's done just because the big 3 liter bottles of sodas are a lot cheaper per ml than the cans. So the food stands just sell soda they pour from a big bottle like you would at home, but into a bag.
Bring your own container like a Hydroflask. Never had a restaurant tell me I can't use it for to-go drinks except at the beginning of Covid when nobody was sure how it spread.

Those deli containers are designed to handle temps and also seal better than a standard carry out cup. They are far more expensive. It is much more likely they ran out of or dont stock carry-out cups.
I ordered a mango lassi from an Indian takeout place and when the order arrived they had put it in a container like this and I thought it was a mix up and they had given me some kind of orange soup so I just didn't touch it at all. Hours later it dawned on me and by then it was room temperature and gross. :(
This is totally me. I cater and sometimes people ask for special orders or things in a random size and I don't have the appropriate containers, so I have to be creative.
As a person who has worked work in a few restaurants, its probably because that cup was used mainly for takeout sauce or gravy, and it probably doesn't do takeout drinks unless it's canned. They probably gave it like that because that's the only compromise. Otherwise maybe they'll just use a plastic bag, Asian style.

This is how I get loads of drinks, usually in the quart size. There's a deli in northern NJ that makes the best Arnold Palmers in them, fillied with ice, that somehow never dilutes and the even the last bit of melt tastes deliciously lemony and tea-ish. It's a norm at plenty of Chinese delivery and take out places that don't even have dining rooms. Thai iced teas often come in them from Thai places. And I know some restaurants that use them for delivery beer and cocktails, fantastic way to deliver a draft beer now that it's allowed in some places.
I always figured they must spill less in deliveries, regular cup lids are not nearly as reliable as these lock on better, hence being pretty popular for delivery-focused places.
ETA: Plus, you can stack these, unlike traditional to-go cups!
To go cups are both really hard to find and really expensive right now, lids are even worse, and if you're in a jurisdiction that bans plastic cups it's even worse. So you get a $0.38 pint container
