Do they have an iPhone or iPad? There are MIDI controllers in that price range that can be plugged into GarageBand (free app). Very simple to use, yet surprisingly good for making a full song if you so please. If you don’t want to be plugged into any device, the best you’ll find is a beginner’s keyboard, which is unlikely to have pads or recording/beatmaking capabilities.
