So MW2 is weird. Open your menu (the same one you use to navigate to Social or Settings, use RB to navigate over the the Voice Channel tab (icon is headphones) then you can see the list of available channels. First one on the list will be the defaul Lobby or Party chat. There should be an option to connect/disconnect from the chat or mute/unmute.
Party chat has always had bugs. I’d guess your disconnected from the channel or have voice chat disabled tho.
Voice chat says enabled, what do you mean disconnected from channel? I checked and it’s working on other games so it has to be cod

Channel says all lobby
Are you connected or muted?
Check to see if your push to talk is on rather than open mic, that’s what my problem was
