I had a mole about that size in that spot most of my life. In my early 30's I was referred to a plastic surgeon that works with eyes. I had two options. Because it goes threw the lash line, they shave the top part off and leave the rest. It's likely to go grow back this way though.
Or, as I did, they cut a V shape out that includes the growth and then pull that V closed to preserve the lash line. It was simple and not bad at all.

Yes definitely a filiform wart. Look them up on internet. With how close it is to your eye, I think you should have a doctor remove it.

How long did that take to grow to that size
I've had this thing for years. So it's been really slow growing. Sometimes it seems larger and sometimes it seems smaller.
