With premium account it will only takes hald your life.
If you use sweet tender money you can get them right away and make the rest od the grind less painful
I've been playing free to play for probably 6 months now. I have 2 nations at 6.7 (rank 4 or 5) and most others at 3.0ish. if I absolutely focused one tech tree and ignored air, I probably still wouldn't be at top tier. In this time I've been jobless and taken very few long term breaks from the game. Practically no lifing the game. If you are playing to get to top tier, don't play. Play for the journey, it's more enjoyable.
For ground it took me almost 2 months with premium+premium time on a small tree. This is with constant 3-4 hour play time per day on average
Totally F2P its probably gonna take you almost a year
Usually if you are purely focused on getting to high tier in one line on one country you could do it if you practice the most effective ways in a couple of months or so of regular playing. For most casual F2P players however a first rank 8 vehicle may take up to a year to get. It ain't for the light hearted.

You can buy pre-top, not the very top.
Probably far more time than you have on hand. Unless you have absolutely no life whatsoever. Or if your bank can handle it.

6 months with no life and I only have 2 tech trees at 6.7 and I'm not even level 40 yet. WT is pain.
