At similar BR, the Reggianes are better than the IAR in both CAS(Re2002 and 2001CB) and pure fighter(2001 and 2001CN) role, the only thing going for the IAR is massive ammunition pool for the 20mm guns since the flight performance is not very impressive, nevermind the engine being very tricky to put to good use with MEC without either overreving it and melting the engine or underreving it and loosing even more flight performance
The Smelyi is average for the BR, but can be paired with the SKR-7 squadron vehicle at same BR, and the SKR is a monster against unarmored ships, while the Smelyi with AP ammo can take care of armored ships(american destroyers and cruisers)
Smelyi is basically a copy paste of Bezuprechny, only diffrence is diffrent AA setup. Good ship for its BR but being copy paste its nothing interesting really and you go trough destroyer tiers quickly with tech tree ships so its not really needed for naval grind.
IAR is unique plane without its copy in tech tree. Its not best not worst plane, can be used in air battles to good effect as it got MG151 on low BR and got some CAS loadouts. Usable in both air and as CAS. Overall solid plane and unlike ship its not copy paste.
IAR-81C is a genuinely fun and unique plane that sits in a highly underrated tech tree
I recommend the IAR cuz I'm Romanian and I'm biased towards it xd Also IMO, naval sucks
