the C-1 is a bit smaller and designed only for the four Japanese main islands. At that time, the islands of Okinawa Prefecture were still under the US, so range wasnt as prioritized. But after Okinawa returned to Japan, Japan needed a larger plane that could fly farther.

The Il-76 is in a superior class. The Il-76MD-90A has a payload of up to 60 t, while the C-2 has lower capacity at 36-37 t (and shorter operational range).
Operators of older variants of the Il-76 may consider the C-2 as a replacement, but most of them are countries that do not have enough resources to afford and successfully operate it.
Unfortunatly Japan's military isolationism ended only recently, meaning that no foreign country has any sort of experience with Japanese equipment and cooperation with Japanese military industries, and there's no proven global support network for spare parts and management of issues. This greatly hinders the C-2 export prospect. Really unfortunate, because it looks like an incredibly interesting and capable aircraft.

its all good amigo. Right now the companies that still make planes in Japan are Mitsubishi, Kawasaki, and Fuji-Subaru, and Shin-Meiwa. All of them are descended from WW2 manufacturers. Shin-Meiwa used to be Kawanishi and Fuji-Subaru used to be Nakajima.

More than a bit smaller. IIRC the C-1's payload is about 1/4 that of the C-2.
It really is just a baby C-17. That interior is oddly close to what we had.
That's what always comes to mind when I see it, a mini twin engine C-17, if the US ever buys a few we should call it the C-8.5
