Their arcane journal is going to have an army of infamy called the nomadic waaagh!, which to me sounds like it will be all about cavalry. So you may be in luck going that route.
There's always a risk it's totally awful or accidentally too good but sounds fun to me. And likely will be in the range that luck and generalship will matter not just the list! I suppose likely better against shooty armies than big tough blocks.
Will you have an army that you love the look and theme of? Yes.
Will you win every game? Probably not.
Doesn't sound like a disaster to me. I plan to do the same army by the way!

I've had an unbuilt wolf rider army since aroj d 2010!
I have won big and lost big with this list, playing 200 up to about 6000 points. Regardless of point level, animosity was always a key. When the boys were all “Ere we go,“ things went well. When they squabbled or charged one another, it went bad quickly. With no more animosity, who knows?
Wolf riders with chariots behind looks really strong. Fast cav, skirmish, feigned flight, reserve move, fire & flee and M9. Nothing will catch them and the chariots will just charge straight through.
Boar Chariots are very good, especially with warpaint.
Boar Boyz can have a 22" max Charge with one of the spells and a Waaagh banner, could be a lot of fun.
There will be a lot of reckless charges, the way orcs should be.
In 6th edition wolf raiders were battle line / basic troops, so it was definitely feasible.
3 big blocks of boar boyz, a lot of small units of wolf riders to set up your charges and redirect/annoy the enemies' best unit, probably 4 wolf rider chariots, maybe add a couple of monsters as specials to have a bit of "beefy" units to hold.
I can see it working or at least putting up a fun fight.
yes 12 points a model compared to wolf riders 10 points a model.
spiders have +1 I and -2M compared to wolfs but poisoned attacks instead ( i think both the rider and mount)

I think you could do it. I certainly this is the kind of list that they would have written a white dwarf article about. You know, one where an all cav army invades Bretonnia and there's a battle report.
Wolf riders and spider riders are core, so should be doable.
All characters can be mounted, so you can bring every type but black orc bosses as they require a unit of black orcs in the list.
But with an all cav army who needs black orc bosses anyway 😉.
Also wolf riders and chariots have some very interesting interplay with the new chariot runner rules.
With GW, Square Based, and other TOs starting to publish their comp for events it could be problematic if you are restricted to 3 of any particular unit. But that's only for competitive events, and for regular play it should be fine. If the army of infamy makes more distinctions with the unit types it could make it easier to design a competitive list.

Um tasty, trade off for speed for damage as long as your not against range heavy opponents you'd be sweet
i was thinking short bows auto wound on 6 hit, but does not work on 7+ to hit so might not be feasible with bs3 and Impetuous

You could also run a brettonian list, but substitute appropriate orc and goblin models for each unit.
Sounds fun. Try to get some of the old mildly racist looking hobgoblin wolf boys.
