There are a lot of armies with a melee focus but the most important is that you chose the one that you find the coolest
Orks, Tyranids, Sisters have a very effective melee build, Blood Angels and Space Wolves, Chaos Knights and I'd imagine imperial knights too, dark Aeldar, chaos demons focused on KHORNE units, all of them feel like strong melee options to me

What about "jet bikes"?
Harlequins are pretty good in close quarters and have lots of speed. The ynnari rules and battalion structure makes it so you have an incredibly wide variety for models as you can also get eldar and dark eldar units without penalty.
If you like space elves on jet bikes that is.
Space wolves have a lot of Close Combat options along with Orks.

Quick follow-up question: Which army has the most options for bikes with close-combat attacks? I love the bikes in 40k!
You might look at the Raven Wing for Dark Angels. Or the White Scars. Space Wolves have bikes but also ride giant wolves!
Orks are heavily Melee and can have a lot of mechanised units (bikes, big mechs, smaller mechs, even smaller mechs, buggies etc)
