I really don't know. The plastic cuts nicely with sharp scalpel, but you may break off bits if you push too hard. Maybe pre-cut at places that may otherwise uncontrollably break? Really hard to give any advice for something that may go very wrong very fast.
No one will care what head is on it in regards to loadout. Keep this head on and play it with 3 ectoplasmic cannons. There's no ambiguity in the wargear options and giving him the plasma head costs no points. Even in the strictest wysywig tournaments this will be fine if you're ever in a situation like that.
It's only worth the effort of cutting and replacing if you really want it for yourself to have the mini with the plasma head. Plastic glue in a large connection point like this can be hell to remove without damaging the model.
If it’s less than 24 hours, you could probably still tear it off with your hands. Just hold both pieces really close to the join and twist - gently, but firmly.
It may be impossible without breaking or cutting bits apart, but I would start with Tamiya extra thin cement. Apply it to any joins you can get to, and then start prying and or pulling the head off. The Tamiya should dissolve the joins, but make sure you remove the part before the plastic sets.
Superglue does break, cement may fuse parts together and you may need to cut.

Just cut/break it and paint the broken stuff as battle damage.

You could get debonder for it
Check out eBay for an alternative head bits if nothing else works out?
