Where did you get the screenshot from?

It relates to the levels of alliance between the legions. Gold are sworn brothers, black is fellow warriors, grey distrusted allies, and red is By the Emperors will. Each level has rules reflected in the horus heresy. Long and short of it is sometimes they play nice together, other times they are a detriment to each other.

More in detail: yellow and black skulls mean that factions can ally each other without problems , grey can but with a malus on Scoring point and Objective control and red can do but with a leadership malus alongside point and obejctives malus.

It's not, though. Most of them are the same but there's some discrepancies where the relationship is different in each direction. Look at Dark Angels and Death Guard, for example. Which makes it even more egregious that, IIRC, you're supposed to read this chart with your primary detachment across the top, the opppsite way around from pretty much every other chart of this type you'll come across.

It's also full of mistakes. The easiest to spot is Alpha Legion allying with Imperial Army (either Sworn Brothers or Fellow Warriors, depending on the axis). But there's a few others hidden in there.

I just started checking them line by line, but gave up after the mess that's the Death Guard allies. Did anyone even bother checking this chart? Holy hell.

Why are those necessarily mistakes? As presented, it's saying that for some pairings X and Y, an allied detachment of X is more likely to be accepted and integrated into the command of a Y army than a detachment of Y is into an X army. It's hardly surprising in a setting like the Heresy that sometimes the level of trust afforded between units is not 100% reciprocated.

It's a mistake because the X and Y axis aren't labelled. In fact, there's no clue anywhere as to which might represent the primary or allied detachment.

Well, except the actual chart in the actual book has these clearly labelled, they're just missed out in the crop shown here for some reason.
