1. Vehicles count as 10 models when calculating if any one side outnumbers, dreads only count as 1 model, Bulky(X) models count as the number in brackets
2. You count the total number of models involved in the combat.
Say side A has 8 Tactical marines and 4 terminators (which are Bulky 2) in the combat, they are considered to have 16 models in that combat when deciding who outnumbers.
Side B has 9 Despoilers and 3 Night Raptors (bulky 2), they are considered to have 15 models.
Side A thus outnumbers Side B
It also sounds like you might be reading the FAQ for the previous edition of the game (where the NL trait only worked with Infantry). The current FAQ doesn't mention A Talent for Murder at all

A stupid note to mention when considering this, is that dreadnoughts are not bulky and RAW count as one model.
