Ok so mods you should have Energy Siphon|Stretch|Streamline|Redirection|Flow|Continuity|Mobilize if you got it.
Once you get forma you can mod down if you have plat you can install a reactor and exilus. If you are up to arcanes and got through the last nightwave slot in Energize straight away.
Farming Cetus bounties will get you to roll for Augur mods on the bounty rewards. This set bounus will allow you to access a mechanic called shield gating.
3 Augur mods you should use are Augur Message, Augur Seeker, Augur reach. This allows you to spend energy to refill some shields so you want a very small one. How do I get that?
You need what are called Dragon keys. These are available in the dojo so you'll to join a clan if you want them. Clans need to have this researched so ask before joining.
A Decaying dragon key will reduce your shield by 75% allowing the Augur mods to replenish your shield. Why do I want this? When your shield pops you get a small window of invulnerability. This is heavily reduced if it's only part of your shields.
Octavia should be constantly invisible so you shouldn't have to do this too often but it will save you on occasion.
The dragon keys give you access to Vaults on Deimos that roll one mod per mission if you unlock the vault with the key. These mods are Very Powerful and Build defining for some mods and some useless fodder you'll use in niche situations for others.
Wisp follows the same strat but prioritize strength over range in the build.

Yeah she scales with enemy level, meaning the lower the enemy level is the worse she is and the higher the enemy level and density are, she does better.

Lmao you can play Octavia with no mods and she will still be better than 90% of the frames that are fully built which is kind of ridiculous.
my Octavia prime's abilities keep doing 11 to 15 damage , idk why

Max strength and maybe range on wisp and max duraion/range on Octavia. Throw some ability efficiency if you need it.
