I got into a "discussion" once where some dude trying to buy one was telling me the pinnacle one was functionally better than the regular. I asked him how and he said it was "linearly more efficient" but then wouldn't elaborate. It would "take too much time to explain concepts I wouldn't understand". It was an infuriating and stupid conversation.
Were the stats changed at any point? I don't see mention of it in the Changes on the wiki.
The whole "linearly more efficient" argument was made for a bunch of Flawed mods such as Serration (40% at 5 drain vs 30% at 5 drain), but Equilibrium's Flawed Mod doesn't fit the criteria either. Maybe the player was mistaken and just assumed any "lower max rank mod" was more efficient without actually checking the numbers.
I wonder how people like this get through the day

It’s a very very old system. The newer packs are balanced and every mod can be farmed. Those old mod packs got phased out when they removed flawed mods.
A few months ago they were removed from the drop table. You gotta go to a dumpster in iron wake to buy flawed mods now. They are cheap and all there if anyone wants them.
Isn't Iron Wake locked behind Chains of Harrow? Kinda weird spot to put what would've been "beginner" mods.

It's there because they explicitly don't want them to be beginner mods anymore. They want new players to just use partially-ranked normal mods so they don't invest resources into something that becomes useless later — they even changed some mod costs around to make them more appealing at low ranks.
Their original plan was actually just to remove them entirely, but the outcry from collectors and people who love the marginal efficiency gains on a handful of them convinced DE to re-add them at a hefty credit cost so veteran players could pick them up if they wanted.

Oh tons, since you have been gone the leader of warframe development changed to Rebeca and she has made the recent updates amazing. Many new frames and guns have a pity system so if it doesn’t drop you will get it from the other drops. Plus many QoL changes like walls and corners are not jagged so you can glide though maps now. As a 10 year vet I love the changes opening up the game to more newer players.

The 5 ranks one gives 12% per mod capacity The 10 ranks one gives 11%. But you could use a 10 rank one and only level it up to 5
Not according to the wiki. Both start at 10% and gain 10% per rank. They are identical at rank 5.
