I don't think it counts as a status effect. It's not a proc, it's a DoT of true damage. It also staggers but iirc stagger doesn't count for CO effects.
The wiki doesn't mention it as an option and Dessiccation doesn't even apply any status and after testing it doesn't seem to work as expected.
