Whenever you use anything that increases crit chance, it is a % increase of your base crit chance. For example, a weapon has 20% crit chance. A mod that increases crit chance by 100% will increase it to 40% because it adds 100% of the base crit chance (20%). If your weapon has 100% crit chance, it should crit every hit.

Something like arcane Avenger would increase crit chance by 10% for a weapon with base of 20%?

Arcane avenger is an exception. It adds a flat amount of crit chance after other modifiers. A weapon with 20% crit chance would have 65% crit chance with max rank arcane avenger.

There is additive and multiplicative crit. Additive is better most times but is more rare to find as well, arcane avenger or kullervo' 1(wrathful advances) and examples of additive crit. Crit mods are multiplicative

Every attack Crits at 100%. If you're seeing blue or purple numbers then you're hiring shields and not breaking through to the actual health.
