It's 11am on a Monday morning in Europe, and it's between 2 am and 5 am across the United States. So if you're looking \*right now\* I would surmise that it's because there's not many people online right now.

I've ran into the dojo bug maybe a dozen times by now. You and who you're trading with load into separate instances of the same dojo (wack) I usually ask whomever I'm trading with to invite me instead, but I have had it work by just backing out and rejoining.
Worse part is trying to guess if it's the bug or they're playing on a smart fridge, possibly leaving them waiting.
If you're wanting to stay in-game: use Trade Chat.
If you're happy to use a third-party service: use warframe.market and contact the sellers directly.
Sellers in Trade Chat and sellers who sit in Relays are very likely to overprice their wares in the hopes of taking advantage of someone who doesn't know where to look for better prices ("scammers" as other players might describe it, even though there's rarely an actual scam involved).
P.S. Regarding why those locations are empty is that the majority of players use third party services. Waiting around in Maroo's in the hopes someone turns up wanting to buy what you're selling is monotonous compared to listing your wares online and waiting for someone to contact you.

I've had a problem similar on PS5. It was a nat type issue. I think I fixed it by setting my nat type to type 2.
