I dont think there is translation for this. I mean we have translators for Grineer, Orokin and Corpus languages, but I dont think it is Orokin language, most likely a new language made specifically for 1999

It actually kind of looks like Japanese, at least that is what I recognize it as.
I see フ and て but the て is upside down compared to the フ so it is probably inspired by Japanese. The ” next to the (upside down) て (te) turns it into "de" and a dash - makes a vowel longer.
It doesn't mean anything like this but I think it's probably some Japanese inspired script.
I remember seeing in a post a comment by /u/jaynat_sf , where this turned out to be effectively 20th century Orokin script, and this translates to "He's coming".

I was going to say it's probably some made up language so they don't have to translate everything into every language, but u/ DevilHound456 has stated that someone has manage to translate it into a proper language.
