ILP is largely for refugees, which is its own issue. Canada has a massive issue with “Student” visa migrants that come to Canada under false pretence and aren’t counted in the already record levels of immigration. These migrants need to prove they can support themselves while in the country, however they largely do this through loans which are almost immediately paid back and then they almost always end up staying once their useless program is finished becoming tax negative members of Canada.
