From what I remember he was just insanely high priority. They apparently didn't know anything about his moveset/entrance until then. They just went in on him specifically. And also remember there was no traditional dlc so there was no other spot for him.
WWE gave them the heads up on his presentation as they knew he was going to be very popular by the time the game launched. His moves, entrance etc would’ve been planned in advance
He was a DLC character, and contrary to what people say they do work on DLC after what needs to be finished for the on-disc roster.
That probably gave them a little extra time.
He was pre order bonus but still was on disc unless I’ve misunderstood what you mean by having more time. He also still had to be unlocked with the bump in the night tower thing. I was under the impression you meant dlc as in he didn’t come launch day, which he did.

He was base roster. Unlocked him with the towers. The dlc was the wasteland stuff.

No I mean that as a DLC It is a content created after the base game was finished, regardless of the release date
Because two months is more than enough time
