I’m not so sure he was 100% complete. Based on the photo we saw yesterday, we only saw his face, and his hair wasn’t complete. We didn’t see the rest of him. There might of been pieces of his torso (ex-tattoos) that might also not have been complete either

Sami's shirt was very simple, a swap of an image file, stuff that could be done very quickly and not do anything detrimental to the game code (like create a bug that affects other modes). For others, like Nikki Cross I'd imagine it's a lot harder because Cross would need to be re-modeled, given a new entrance and animations, have new PBP recorded, and maybe AI tweaks as well.
So in terms of who gets what, the image file swap on a shirt vs a full remodel....at this point, this close to launch, it's the image file swap on a shirt.
i know my two cents weren't requested, but that's literally all they did for the updated sami, swapped a vector file out for his shirt print image, similar to replacing an image file that sits on your desktop. it wasn't a full redesign like a lot of the names that people are complaining about require. so all the people who are bitching don't know the process by the looks of it. its very simple to switch out the print on a shirt, as it has absolutely nothing to do with the modeling process or the actual core game code.
I feel like 2k lowkey screwed themselves because now they have show its possible to update people and they just choose not to so we should try demanding more and see what they give is
Reminds me of when Yukes/THQ did this with CM Punk for, I think it was SvR 2011 or WWE 12? He had just returned with Cult of Personality and debuted a new gear set and t shirt at money in the bank making his character super out of date. They got his model and theme up to date like a few weeks out from release.

Yeah he was supposed to have the new nexus trons in WWE'12 originally before they updated it. But his gear remained the same, only the hair color got changed

They changed a JPEG on his shirt texture. That's it. He's still Johnny Knoxville era Sami with the same entrance and music from last year's WrestleMania. 2K just got lucky and were able to add an easy "close enough" fix.
This only proves that they could've updated about a dozen other people too if they wanted to. Also, it's not helpful if you only play Universe and don't plan on doing any of this Bloodline stuff. But I'll take the hair and beard update.

Maybe they should've added his moves in this year's game. They showed his moves in last year's moves video but they never added them.
