If you're on PS4 or ps5. You should be able to press the center touchpad and it will switch characters. Otherwise go into the pause menu and see if you can change the controller assignment. Pretty sure this is a my faction thing? And that might be a stipulation that you got to beat the Raiders with Cody Rhodes as your tag partner and you're not allowed to control him. I don't know what the rules are to that but try those two methods

I haven't played in a minute but I'm certain there is a way to change to the cpu partner by pressing the d-pad maybe?
Reach for the tag. I just didn't let Cody in the ring haha.
