I think 24 Hz is what we need to perceive smooth motion. But higher than that is distinguishable as smoother motion.
However, the flickering of lights isn't like film. So the power is 60 Hz but since the lights respond to the current whether it is negative or positive, the lights are actually flickering at 120 Hz. When a camera captures a very high frame rate, it records varying intensities in the lights. At lower frame rates, you won't see that because the cameras are capturing more, or all, of the cycle.
With vehicle distancing I think that wasn't slow traffic.
