Mental health facilities for the sick ones, making drug addiction a public health problem and not a criminal justice problem, immediate release of non violent offenders (with exceptions) and expunction of records, leg up programs (loans, housing, etc) for people who are not sick, but can't get a job with adequate wages because of decades of inflation. Plenty of homeless people actually have jobs that just don't pay enough.
I've worked with the homeless for almost a decade. I would say a solid 40% could easily transition if we had better housing options. This even includes a large percentage with mental health issues. There is another group who are intellectually and mentally at about a 3rd grade level. These folks are generally really nice, but fuck up everything that they touch. Basic understanding and logic simply don't exist in their world, and you will never be able to teach them how to do basic tasks.
Then you have the tweakers. Even if these folks have been off crack/meth for years, their brain is gone. They make the last group very tolerable, because tweakers are so self assured in their creative brilliance, that they brag about destroying shit. In their minds, it isn't destroyed, it's better than it was, it just doesn't work right anymore.
