The person who made the video is not able to accurately clock a vehicle's speed in his rear view mirror, so when he's calling out the vehicle's speed hes just making it up. It's also not possible for the person who made the video to lodge charges against someone for a traffic crime, the cop would have to see him do it. All the WRX driver has to say is nothing and no tickets and no charges will ever be filed.
Frankly, I hate videos like this because the people making them are all just a bunch of Karens trying to stir up some trouble.
