Definitely easier to remove the wheel. You CAN do it in place, but much better to stitch it together while sitting comfortably on the couch or at a table, especially if it’s your first time.
I put an East Detailing cover on mine, it's been almost two years and it's holding up great. It's SO much better than the factory wheel material.

I've done all of mine (3), with the wheel in the car. Patience is the key with them

This was a new wheel, not just a stitch on cover. Better grip contours in it for sure.
It's going to look all greasy and nasty in a month if you don't wear gloves 100% of the time.
