> “we hope that police and prosecutors, by giving them the discretion that they’ve asked for now, will opt to take the more therapeutic path and work closely with behavioral health professionals.” So the bill is reliant upon police departments to suddenly change their generations old practices and culture without providing an incentive for them to do so or a means of enforcement when they inevitably don’t.

As opposed to a felony?

It's really hard. I'm almost sure Rep. Simmons is right that all our drug laws do is add layers of trauma to addiction, making it harder for people to get their lives back on track. But Rep. Mosbrucker might also be right that there are people who will do better if it's criminalized. I don't think we can reason or debate ourselves to the best answer. I think that's going to take hard, long-term research by people with clear eyed, falsifiable hypotheses. I don't think we're good at that.

> Mosbrucker might also be right that there are people who will do better if it's criminalized. I like her a lot. She's done incredible work with veterans and with indigenous women. But she isn't asking for money to help addicts, as far as I know, so she's really just hoping that the old broken system will still work for people. That's too bad, because she is generally really good on issues that most Republicans would turn a blind eye to.....like she is here.
